A RESOLUTION ADOPTING WASTEWATER RATES.

WHEREAS, the Sweet Home City Council has provided that Wastewater Use Rates should be established by resolution, in accordance with Ordinance No. 1127,

NOW, THEREFORE, BE IT RESOLVED BY THE SWEET HOME CITY COUNCIL that effective July 1, 2000, the wastewater use fees shall be as follows:

For purposes of this resolution, the City Council shall annually review Wastewater Rates before May of each year and set the new monthly rate for bills sent out each July.

User Rates ( Ccf = 100 cubic feet)

For each metered residential user, the monthly sewer Customer Charge is =$14.30

Residential Sewer Customers without water meters shall pay a flat rate monthly sewer Customer Charge of $24.1 O (including 1/1 & Commodity Charge) based on a citywide 722/cf average. However, any sewer customer without a water meter may, at their own expense and effort, install a City Approved water meter on their water source according to any/all applicable City, County and/or State requirements and pay the corresponding sewer user rate and commodity charge associated with the actual consumption as according to this resolution.

Therefore,$ 24.10 shall be one (1) ERU, a duplex shall be two (2) ERU's, a triplex shall be three (3) ERU's, and a four-plex shall be four ERU's. Any non-metered structure larger than a four-plex shall be considered Commercial or Industrial and be assigned an ERU based on an individual evaluation to best equate the rates established for metered services. The average monthly amount of water discharged to the sanitary sewer by RESIDENTIAL users is estimated as 5,400 gallons per ERU, (722 cubic feet). This amount is based on a review of water accounts during the months of November through April. No additional allowance for summer irrigation shall be granted to non metered accounts.

Sewer users outside the City limits shall be charged one and one-half (1.5 X's) the inside City rates, (including I/I & Commodity Charge).

Commodity Charge:

Each metered Residential user, who exceeds a monthly use over 400/cf, is charged a Commodity Charge of =$2.43/Ccf.

Metered rate customers with loadings more than average residential users, i.e. Commercial & Industrial users, shall be
charged a Commodity Charge according to the following strength classification:

Low (under 275 mg/ll Volume Charge $1.55/Ccf + BOD Loading Charge $0.32/Ccf + SS Loading $0.28/Ccf =$2.15/Ccf.
Medium (275mg/l - 450mglll Volume Charge $1.56/Ccf + BOD Loading $0.52/Ccf + SS Loading $0.46/Ccf =$2.54/Ccf.
High (over 450mg/ l(750mg/l average)) Volume $1.56/Ccf + BOD $0.86/Ccf + SS $0.77 /Ccf =$3.19/Ccf.
Industrial (over450mg/H750mg/l average)) Volume $1.56/Ccf+ BOD $0.86/Ccf+ SS $0.77/Ccf =$3.19/Ccf.

I/I Charge: All sewer users inside City limits shall be charged an 1/1 Charge per Dwelling Unit of =$1.98.

Irrigation Rates: The average monthly amount of water discharged to the sanitary sewer by RESIDENTIAL users is estimated as 5,400 gallons per ERU, (722 cubic feet). This amount is based on a review of water accounts during the months of November through April and is also known as Winter Averaging. Each metered RESIDENTIAL user shall pay a sewer charge according to this average for water consumption between May 1 and October 30.

Because of the winter averaging, no additional allowance for summer irrigation shall be granted to non metered accounts.

Vacation sewer on or off verification fee for sewer accounts only is $ 16 per visit.

Deposit: An additional $50.00 deposit will be required for each new water/sewer account and shall be administered in conjunction with Section 6 of Ordinance No. 1100 (Water Ordinance) or as updated.

It has been determined that this rate is classified as not being subject to Oregon Constitution, Article 11, Section 11b limitations.

This resolution supersedes all prior resolutions on wastewater rates.
