A RESOLUTION ENDORSING THE SUBMITTAL OF A GRANT APPLICATION BY OREGON CASCADES WEST COUNCIL OF GOVERNMENTS TO THE TRANSPORTATION AND GROWTH MANAGEMENT (TGM) PROGRAM OF THE OREGON DEPARTMENT OF TRANSPORTATION AND THE OREGON DEPARTMENT OF LAND CONSERVATION AND DEVELOPMENT.
WHEREAS, the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development jointly operate the Transportation and Growth Management (TGM) Grant Program to assist governments in promoting compact development and increasing choices in transportation modes; and
WHEREAS, one of the purposes of the TGM Program is to help governments implement the Transportation Planning Rule, including the planning for alternative transportation modes to reduce reliance on the automobile; and
WHEREAS, public transportation plans and the development of plans and programs for improving interconnection of transportation services are eligible uses for TGM Grants; and
WHEREAS, public transportation is provided within the Linn-Benton region by a number of jurisdictions and private operators; and
WHEREAS, there is the need to improve and better integrate public transportation services within the Linn-Benton region to increase their use for intercity travel and reduce the growth of vehicle miles traveled; and
WHEREAS, the City of Sweet Home participated in the development of a TGM application to fund a study of the feasibility of forming a regional public transportation district for the purpose of improving and better integrating public transportation services in the Linn-Benton region; and
WHEREAS, such a study would be integrated with and further the transportation planning work, required by the Transportation Planning Rule, which has been completed or is underway in the jurisdictions within Linn and Benton Counties; and
WHEREAS, the development of this TGM grant application was coordinated by Oregon Cascades West Council of Governments;
BE IT HEREBY RESOLVED, that the City of Sweet Home approves and endorses the submittal of a grant application by Oregon Cascades West Council of Governments to the Transportation and Growth Management Program for the purposes of conducting a study of the feasibility of the formation and operation of a regional public transportation district.
