A RESOLUTION TO ESTABLISH A PUBLIC WORKS PERMIT FEE as required by Ordinance No. 948.

WHEREAS, Ordinance No. 948, Section 2, states that a permit fee shall be established by Council Resolution (SHMC 12.08.020), and:

WHEREAS, the City Council deems it desirable to establish a fee that is reflective of actual staff time, material costs and inspection costs for City employees and its agents performing research and other miscellaneous tasks in evaluating permit applications.

NOW, THEREFORE, the City Council resolves that the following fees are hereby established and made effective December 20, 1999.

Basic Public Right-of-Way Fee: $40.00
Public Street Cut Fee: $0.50/sq.ft / $30.00 min
Curb Cuts $1.50/ln. ft. / $20.00 min

Connection to Sanitary Sewer System:
4" Lateral $30.00
6" Lateral or Larger $60.00

Connection to City Storm Drainage System
Up to 4" Lateral $20.00
5"-8" Lateral $40.00
Over 8" Lateral $60.00

Development Plan Review/Inspection Services Fee: $250.00
($250.00 includes four (4) hours review/inspection time. Permitted shall pay all actual costs for services incurred by City Engineer over four hours)

Annual Permits:
1-10 Basic Right-of-Way Permits $35.00 per permit
11-20 Basic Right-of-Way Permits $30.00 per permit
21 or more Basic Right-of-Way Permits $25.00 per permit

It has been determined that these rates and fees are classified as not being subject to Oregon Constitution, Article XI, Section 11b limitations.

Passed by the City Council and approved by the Mayor this 14th day of December 1999.
